1. U.S. and Iranian envoys hold mediated talks

President Trump said his envoys held roughly three hours of talks with Iranian officials through mediators at the U.N. on September 22. A negotiating channel could affect a war that has disrupted Middle Eastern energy flows and the global economy. No agreement was announced, and Trump warned of further escalation if talks fail.

2. U.S., Denmark and Greenland sign Arctic security agreement

The three governments signed an agreement that could permit more U.S. bases in Greenland while keeping the island under Danish control. The deal eases a dispute among NATO allies and establishes a framework for Arctic defense. The extent of any expanded U.S. presence depends on implementation.

3. Saudi Arabia restarts Red Sea oil bypass

Saudi Arabia restarted its East–West Pipeline on September 22 after damage from a drone attack. The route had been carrying around 4 million barrels a day, roughly 4% of global supply, around the Strait of Hormuz. It restarted at a low rate and may take weeks to recover fully.

The proposed borrowing shows the scale of financing being sought for AI investment. The order book was still open, so final pricing and issuance were not yet complete.
